National Strategy for the Development of Statistics (NSDS) can help countries prioritize developments and create a strategy for developing statistical capacity across the entire national statistical system. These strategies provide a five to ten-year vision for developing the national statistical system and can provide a foundation for open data efforts.
The World Bank’s Open Government Data Working Group developed an Open Data Readiness Assessment (ODRA) methodological tool that can be used to conduct an action-oriented assessment of the readiness of a government or individual agency to evaluate, design and implement an open data initiative.
