DESCRIPTION:The Fifth Conference of African Ministers responsible for Civil Registration (COM5) will take place from 14 to 18 October 2019 in Lusaka\, Zambia. The conference will have two segments: Expert Meeting (14-16 October 2019) and Ministerial Meeting (17-18 October 2019). SUMMARY:Expert Meeting: Supporting the production and measuring the use of official gender statistics Paris France
DESCRIPTION:PARIS21 and UN Women are collaborating on a project within the Making every woman and girl count initiative to strengthen national statistical systems to produce quality gender statistics aligned with national priorities and Agenda 2030. We have developed a framework for the assessment of gender statistics in terms of data gaps and capacity gaps of national statistical systems. The experience of three pilot countries will be shared alongside best practices on mainstreaming the gender perspective in national strategies for development of statistics (NSDS). We are also working on a methodology to measure the use of gender statistics in policy documents\, social media and news. \nThe Experts Meeting will bring together representatives from the media and statistics community to discuss the PARIS21 text analysis study in relation to the use of gender statistics in public policy documents and media.

SUMMARY:The Role of Governments in Building Modern Data Ecosystems for Sustainable Development
DESCRIPTION:Since the launch of the Sustainable Development Goals (SDGs) in 2015\, member states have been actively engaged in trying to strengthen monitoring and information systems to track progress for people\, planet\, and prosperity. A particular opportunity has emerged\, in the form of the rising tide of new data sources. But this surge of data has at times proved difficult to wrangle and has surfaced concerns old and new–from data protection\, to the quality of official statistical systems\, to financing. So how have national data systems progressed since 2015\, particularly in their ability to support SDG monitoring? What systemic issues underpin these efforts\, and what critical course changes are required if we are to properly measure and progress on the SDGs?  \nThe event is a small\, 20-person roundtable\, intended to maximize active dialogue and exchange among all participants. Participants will include representatives from the Permanent Missions of Member States. The co-chairs of TReNDS’ expert group–representing notable data ecosystem actors such as Open Data Watch and the Center for International Earth Science Information Network (CIESIN) at Columbia University–and representatives from the Global Partnership for Sustainable Development Data (GPSDD) will also participate.

SUMMARY:High-level Political Forum on Sustainable Development (HLPF) 2019
DESCRIPTION:Convened under the auspices of the Economic and Social Council\, the High-level Political Forum is the central platform for follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. In 2019\, the theme will be “Empowering people and ensuring inclusiveness and equality”. A set of six goals will be reviewed in depth. The HLPF will also carry out regular voluntary reviews of the 2030 Agenda. These include developed and developing countries as well as relevant UN entities and other stakeholders. In 2019\, 51 countries (10 for the second time) have volunteered to present their national voluntary reviews to the HLPF.

SUMMARY:Panel: Understanding and Measuring Data Use
DESCRIPTION:To close the gap between the production of official statistics and their dissemination and use\, development partners and funders need a better understanding of the barriers that national statistical offices (NSO) face. To assist the modernization of statistical systems\, it is equally important to analyze usage statistics from national data portals and NSO websites. \nOpen Data Watch\, AidData\, and PARIS21 have collaborated to address these needs in an exciting two-part research study\, with financial support from the William and Flora Hewlett Foundation. Our recently launched report Counting on Statistics report presents the findings from the surveys and recommendations for both NSOs and donors to increase the use of official statistics and be more responsive to the needs of one domestic user group: government ministries. The companion report Measuring Data Use presents an analysis of data portal web traffic\, which provides an example for analyzing web traffic on NSO websites and data portals\, along with recommendations for improving the collection of these data. Together the two parts of this project offer a holistic understanding of the barriers to the access and use of official statistics and what NSOs can do to overcome them.

This discussion space is precisely part of the vision contained in the road map for the improvement of crime statistics at national and international level\, jointly approved by the United Nations Statistical Commission and the United Nations Commission on Prevention of Crime and Criminal Justice. The opportunity to hold an international conference every two years offers the possibility to discuss and follow up on the three pillars of this road map: methodological development\, capacity building and data collection at the national\, regional and international levels.

DESCRIPTION:This year\, the conference is being organized by the Dedan Kimathi University of Technology (Kenya) in collaboration with Pulse Lab Kampala and various local and international universities\, research organizations and private companies including Amazon Inc.
